A Place to Find Freedom, Faith, and Community

In the heart of Waipahu, Hawaii, the City of Refuge Christian Church is more than a place to worship—it is a community where people can grow in faith, build meaningful relationships, and discover the freedom to become who God created them to be.

Founded in 1980 by Dr. Wayne E. Anderson, City of Refuge Christian Church began in a warehouse in Waipahu before growing into a ministry that has served generations of families. Today, the church continues that legacy under the leadership of Pastor Jarrard “Jay” Galbreath and First Lady Deanna Galbreath.

At the heart of the church is a simple but powerful message: You have a right to be free and be who God created you to be. That message is reflected in the church’s commitment to teaching God’s Word, strengthening families, supporting young people, and serving the surrounding community.

There is a place for every generation at City of Refuge. Children can participate in City Kids Ministry, while students in grades 6–12 can connect through Youth on the Right Track. Adults can take part in relationship classes, Bible studies, and Christian foundation classes designed to help deepen their understanding of faith and strengthen their walk with God.

The church’s ministry also extends beyond Sunday worship. Through Raven’s Nest, City of Refuge provides community food distribution in Waipahu, while prayer, Bible studies, and other ministries create opportunities for people to connect throughout the week.

With a history built on faith, service, and community, City of Refuge Christian Church continues to welcome people from all walks of life. Whether you are searching for a church home, looking to reconnect with your faith, raising a family, or simply seeking a community where you can grow, City of Refuge offers an opportunity to connect, learn, worship, and serve.
